Join or Resign from “Australian Xiangqi Development Declaration”

Australian Government and its law have clearly defined that not-for-profit and charitable organisation must comply with the law and act in accordance with its own constitution and self-regulatory rules. In order to safeguard the reputation of China and the Chinese nation, and in order to safeguard the reputation of Australia and the Australian people, all Australian Xiangqi lovers should be united with complying with the law and developing Xiangqi together.

Therefore, we issue the Australian Xiangqi Development Declaration together, and set up a true United Xiangqi Organisation in Australia, and develop Xiangqi according to the following three basic principles:

  • First, obey the law;
  • Second, do all Xiangqi activities justly and openly and fairly;
  • Third, the President position is held by the largest fund donor, or by the largest fund donor’s nominee; other rules are in accordance with “How to truly develop Xiangqi in Australia”, which was published by Michael Chung on 18 August 2010.

Any individual or organisation can sign to join together at any time, and implement the Declaration. Also any individual or organisation can sign to resign from the Declaration at any time.

Xiangqi (Chinese Chess) is the quintessence of Chinese nation’s cultural legacy, and so illegal and improper Xiangqi activities and events not only have a negative impact on Xiangqi enthusiasts, but also to a global audience “Chinese people” image, and so have a negative impact on China and the Chinese nation. If some Xiangqi organisations make damages to others, if some of them also pose as the representatives of Australia, if some of them also make fraud to unknown people and Chinese compatriots, of course these also have a negative impact on Australia and its people’s image.

In order to safeguard the reputation of China and the Chinese nation, and in order to safeguard the reputation of Australia and the Australian people, all Australian Xiangqi lovers should be united with complying with the law and developing Xiangqi together.

The Declaration was drafted by Mr Michael Chung on 6 December 2011, and reviewed to finalize with Mr Huang Yaohua, Grand Master George Lu and others together.

Official Letter from Australian Sports Commission

In order to safeguard the reputation of Australia and the Australian people, all Australian Xiangqi lovers should be united with complying with the law and developing Xiangqi together. And so I drafted the Australian Xiangqi Development Declaration on 6 December 2011, and reviewed to finalize with Mr Huang Yaohua, Grand Master George Lu and others together.

For finding out the right way to develop Xiangqi in Australia, I wrote to Australian Sports Commission on 19 December 2011 to ask the following two questions:

  • How can Xiangqi (Chinese Chess) organisation apply for ASC Recognition?
  • How can Xiangqi (Chinese Chess) organisation apply for the authorisation to be Representatives /Delegates of Australia to join international tournaments?

Australian Sports Commission replied me on 21 December 2011 with the answers by the official letter, and has allowed me to open the letter to all other people.

All Australian Xiangqi lovers and organisations should be united with complying with the law and developing Xiangqi together, and we come together to form the United Xiangqi Organisation of Australia. Then we follow the law and rules and criteria to apply for ASC Recognition, and apply for the authorisation to be Representatives /Delegates of Australia.

I appreciate your dedication to Chinese Chess. Please find below the response to your questions.

Question – How can Xiangqi (Chinese Chess) organisation apply for ASC Recognition?

The Government, through the Australian Sport Commission (ASC), currently recognises around 92 organisations as national sporting organisations. For recognition, these organisations have satisfied the ASC that they have a national perspective and that each is the pre-eminent body taking responsibility for the development of their sport in Australia.

There is a range of criteria that is applied in determining whether an organisation may be eligible for recognition from the ASC. Full details of these criteria and the support that is available to national sporting organisations meeting them, can be found on the ASC’s website: www.ausport.gov.au/supporting/nso/asc_recognition.

One of the main criteria is that the activity must meet the ASC’s definition of ‘sport’, i.e. A human activity capable of achieving a result requiring physical exertion and/or physical skill which, by its nature and organisation, is competitive and is generally accepted as being a sport.

Please note that the ASC assesses submissions from organisations for ASC recognition twice annually, in February and August. The deadline for lodging submissions to the ASC is 31 January and 31 July.

Question – How can Xiangqi (Chinese Chess) organisation apply for the authorisation to be Representatives / Delegates of Australia to join international tournaments?

As advised by the Prime Minister and Cabinet Office, there is currently no government department having authority to recognise any activity representing Australia except the ASC recognises sports representing Australia.

There are people or organisations attending international competitions in some activities without any government authority or approval. And they will be representing themselves.

澳洲維多利亞象棋友誼錦標賽對局棋譜選登

由澳大利亚(澳洲)维多利亚州墨尔本市斯普林韋爾區(Springvale)象棋組織主辦,雷驣(Leyton)地產公司和昆士蘭銀行(Bank of Queensland )協辦的澳洲維多利亞象棋友誼錦標賽已於2011年1月1日下午成功閉幕。今次賽事是越裔象棋名人陳通先生(Tom, Thong Tran)帶領墨尔本市斯普林韋爾區(Springvale)象棋組織主辦的第三屆全澳象棋公開賽,由於前兩屆的成功,今次賽事吸引了四十二個棋手參賽,是澳洲近年來參賽棋手最多、水平最高的全澳象棋公開賽。

根據今次賽事競賽規程,先以瑞士積分制進行七輪比賽,然後,加兩盤對局比賽:一局由總分排名第一和第二的棋手爭冠、亞軍;另一局由總分排名第三和第四的棋手爭第三名和第四名。這樣安排得很好,總分排名第一的象棋特級大師魯鍾能和象棋名手蔡彥爭冠軍,象棋大師劉勤和象棋好手李長鴻爭第三名,參賽的其他三十八個棋手可以同許多觀眾一齊觀看最後兩盤最激烈的龍爭虎鬥,使整個賽場變成大家關注的焦點,大棋盤下,一時之間氣氛非常緊張,為棋盤局勢而鎮住,一時之間又扣人心弦,為一步好棋而舉手,精彩的對弈吸引了在場的每一雙眼睛,最後,技高一籌的象棋特級大師魯鍾能擊敗象棋名手蔡彥獲得冠軍,象棋大師劉勤擊敗象棋好手李長鴻獲得第三名。象棋特級大師魯鍾能取下第一座冠軍獎杯,收穫一千澳元冠軍獎勵;象棋名手蔡彥屈居亞軍而收穫四百澳元獎勵;象棋大師劉勤獲得季軍而收穫二百澳元獎勵;第四至十名為:李長鴻,陳柏賢,蘇子雄,阮福祿,孫順治,陳科,陳柏林和阮玉石(同分)。

應許多象棋愛好者的要求,現選登下面三個對局:
